David Bauer: Tax Loss and Iced Cow Patty

The Middletown Common Council’s 7-3 decision to approve the Kleen Energy Corp plan on power plant and water wells was not without controversy. Councilman David Bauer (R) in an exchange with Kleen Energy’s William Corvo said:

….. the deal (is) too friendly in tax breaks (that) the power plant and the water treatment plan will receive.
He said that over the course of 25 years the town will miss out on more than $200 million in tax revenue and the new power plant may run the NRG Energy Middletown, one of the city’s top five tax providers, out of business.

Corvo responded that Bauer’s math was faulty calling:

….. his comments about the deal “like spitting on a birthday cake.”
Bauer had a cake analogy of his own and said the water plan deal was like putting icing on a cow patty and calling it cake.

That the Kleen Energy item was only added to the agenda the day of the meeting prompted city resident Shannon Brown to complain:

the public should have known about the vote to have a chance to comment on the issue.

On July 19, ’07 The Middletown Press reported:

Kleen Energy Systems, which is run by former city Councilman William Corvo, had reached a tentative water-rights agreement with former Mayor Domenique Thornton, but incoming Mayor Sebastian Giuliano wanted to renegotiate the deal to give the city more control.
